Raleigh dog owners will have to follow new rules on July 1

Come July 1, you won’t be able to tie a dog up outside for more than three consecutive hours in any 24 hour period. The anti-tethering ordinance is meant to keep dogs from strangling themselves on their leash, but it may prevent pet owners from tying them up all day long.

Under the measure, a dog may not be tethered for more than three hours total in any 24-hour period. The ordinance defines tethering as a means of tying out or fastening a dog outdoors on a rope, chain or other line for restraining a dog. The term does not mean the restraint of a dog on an attended leash.

Hurray for Raleigh for taking a stance on this issue. I only wish that our small town would step up to the plate and put an end to all of the ignorant dog owners who think that it is perfectly acceptable to tie their dogs outside all day when the temperatures are reaching 110 degrees with the heat index! Not only are the dog owners ignorant but the local city government is even more so. I would love to tie those people out side to a tree for eight hours during this heat.
And I don’t even want to hear about the people that have to work and can’t leave their dogs in the house all day. Simple solution, don’t become a pet owner.
Having a pet is no different then having a child. Look around and you will be able to tell who would make a good parent and who would not.
I only hope that the city of Raleigh will be able and willing to enforce the ordinance.

@Diana, I’m one of those dog owners who leaves my dogs in the backyard while we’re at work. If I have a choice between letting them have the run of the yard all day, or crating them all day, I’ll always choose to leave them outside. We make provisions for them in the warm and cold months, and they’re just fine. They have shelter, plenty of water, a swimming pool under a shaded tent in the hot months, and extra padding in their crate during the colder months. I think it’s a case-by-case decision, and a responsible dog owner should know how to handle their pets. I have a border collie, and if we kept her locked up all day (and all night), we would have a terror on our hands.
With that said, I’m definitely happy to hear about the anti-tethering rules. I don’t think it’s an issue of leaving your dog in the heat, I think it’s an issue of giving them freedom to run and play, or keeping them tied up and not able to be do “dog” things. Just my opinion.
