It could help. I rode the bus before I could ride it for free, but I rode it a lot more after I started getting free bus service through work. But there's also a large segment of the population who could be riding, and it's not the cost that keeps them off the bus. I ride for free, and out of about 30 people in my office, only two others ride the bus. There are other issues to solve to get people on the bus, but free fares wouldn't hurt.
