    A new parking deck was scheduled to open this morning in downtown Raleigh. The Blount Street deck was built to accommodate the new RBC Plaza building (now the city’s tallest building b/c of its spire). No word on the parking fees, though it’s free if you park there from 7 p.m. to 7 a.m.
